BIS / CRS Registration

Introduction

BIS indeed plays a crucial role in standardization, quality certification, and ensuring the safety and reliability of goods. Here are some key points based on your statement:

Establishment and Purpose: BIS was established under the BIS Act of 2016 with the objective of harmoniously developing standardization, marking, and quality certification activities in India.

Functions: BIS provides traceability and tangibility benefits to the national economy through:

  • Ensuring the production of safe and reliable quality goods.
  • Minimizing health hazards to consumers by setting and enforcing standards.
  • Promoting exports by enhancing product quality and reliability, thus boosting international competitiveness.
  • Encouraging import substitution by ensuring that domestic products meet international standards.
  • Controlling the proliferation of varieties through standardization, which streamlines production and consumption processes.

Impact on Economy: By maintaining standards and certification processes, BIS contributes significantly to the economy by fostering consumer confidence, supporting industries in meeting global benchmarks, and reducing trade barriers due to non-compliance issues.

Overall, BIS plays a critical role not only in ensuring the quality and safety of products but also in supporting economic growth and competitiveness both domestically and internationally.

The Bureau of Indian Standards (BIS) operates through its Headquarters in New Delhi and five Regional Offices (ROs) strategically located across India. Here’s an overview of their locations and responsibilities:

Regional Offices (ROs):

  1. Kolkata (Eastern Region): Covers the eastern states of India.
  2. Chennai (Southern Region): Covers the southern states of India.
  3. Mumbai (Western Region): Covers the western states of India.
  4. Chandigarh (Northern Region): Covers the northern states of India.
  5. Delhi (Central Region): Covers the central states of India.

Branch Offices (BOs):

  1. Ahmedabad: Located in Gujarat.
  2. Bangalore: Located in Karnataka.
  3. Bhubaneswar: Located in Odisha.
  4. Bhopal: Located in Madhya Pradesh.
  5. Coimbatore: Located in Tamil Nadu.
  6. Dehradun: Located in Uttarakhand.
  7. Faridabad: Located in Haryana.
  8. Ghaziabad: Located in Uttar Pradesh.
  9. Guwahati: Located in Assam.
  10. Hyderabad: Located in Telangana.
  11. Jaipur: Located in Rajasthan.
  12. Kochi: Located in Kerala.
  13. Lucknow: Located in Uttar Pradesh.
  14. Nagpur: Located in Maharashtra.
  15. Parwanoo: Located in Himachal Pradesh.
  16. Patna: Located in Bihar.

  22. Visakhapatnam: Located in Andhra Pradesh.

These Branch Offices (BOs) under each Regional Office play a crucial role in offering certification services to industries, acting as a liaison between state governments, industries, technical institutions, consumer organizations, and other stakeholders within their respective regions. This decentralized structure helps BIS effectively manage and cater to the diverse needs of different regions across India, ensuring adherence to standards and promoting quality and safety in products and services.

What is the Compulsory Registration Scheme (CRS) ?

The Compulsory Registration Scheme (CRS) is a regulatory framework implemented by the Bureau of Indian Standards (BIS), under the Ministry of Electronics & Information Technology (MeitY) and other ministries like the Ministry of New and Renewable Energy (MNRE). The primary objective of CRS is to ensure that certain categories of products meet specified safety and quality standards before they can be marketed or sold in India.

Here are the key points about the Compulsory Registration Scheme:

Scope: CRS covers various categories of products that are deemed critical from a safety and quality perspective. These include electronics and information technology goods, as well as specific products related to solar photovoltaics, systems, devices, and components.

Legal Framework: The scheme operates under Scheme – II of BIS (Conformity Assessment) Regulations, 2018. This framework mandates that products falling under the specified categories must conform to Indian standards set by BIS.

Registration Process: Manufacturers of products covered under CRS need to apply for registration from BIS. This involves testing their products in BIS recognized laboratories to ensure they meet the required Indian standards.

Conformity Assessment: Upon successful testing and compliance with standards, BIS registers the manufacturers under its registration scheme. Registered manufacturers are then authorized to use the Standard Mark notified by BIS on their products.

Market Compliance: Once registered, manufacturers are permitted to manufacture, import, sell, or distribute their products in the Indian market, provided they adhere to the standards and display the Standard Mark.

Expansion of Categories: The list of products under CRS has expanded over time, with additional categories being added by MeitY and MNRE through notifications. This ensures that new and emerging technologies are also covered under the scheme to protect consumer interests.

Overall, CRS ensures that consumers in India have access to products that meet specified quality and safety standards, thereby enhancing consumer confidence and safety in the market. It also encourages manufacturers to maintain high standards in their production processes to comply with regulatory requirements.

Who can apply?

Under the Compulsory Registration Scheme (CRS) implemented by the Bureau of Indian Standards (BIS), manufacturers who produce any products covered under the notified orders can apply for registration. Here are the key points regarding who can apply for registration:

Manufacturers: Any manufacturer, whether located within India or outside India, can apply for registration under CRS for products covered under the specified Compulsory Registration Orders. This includes manufacturers of electronics and information technology goods as well as products related to solar photovoltaics, systems, devices, and components.

Location-specific Registration: Manufacturers must apply separately for registration for products manufactured at different locations. This means if a manufacturer has production facilities at multiple sites, each site must obtain its own registration number.

Brand-specific Registration: Manufacturers also need to apply separately for registration for each brand being manufactured at the same location. This ensures that each brand complies with the Indian standards and can be marketed with the appropriate Standard Mark.

Compliance Requirements: To obtain registration, manufacturers must first have their products tested in BIS recognized laboratories to ensure they meet the specified Indian standards. Only after successful testing and compliance can manufacturers proceed with the registration process.

Usage of Standard Mark: Once registered, manufacturers are authorized to affix the Standard Mark on their products, indicating conformity to Indian standards. This mark serves as a visual confirmation to consumers that the product meets the required safety and quality benchmarks.

By implementing these registration requirements, the CRS aims to ensure that products available in the Indian market are safe, reliable, and adhere to national standards, thereby protecting consumer interests and promoting fair trade practices.
