1. What is EPR for Scrap of Non-Ferrous Metals?
“extended producer responsibility” means the responsibility of the producer of scrap of non-ferrous metals products under this Chapter for meeting recycling targets only through registered recyclers to ensure environmentally sound management of scrap of non-ferrous metals.
2. What is Non-Ferrous Metals?
‘‘Non-ferrous metals’’ means Aluminum or Copper or Zinc or their alloys for the purposes of these rules.
3. Who is Producer as per Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2024?
“Producer” means any person or entity, irrespective of the selling technique used such as dealer, retailer, e-retailer, who, –
a) Manufactures and offers to sell products made up of non-ferrous metals and their components or consumables or parts or spares under its own brand, using non-ferrous metals or their alloys; or
b) Offers to sell under its brand assembled products made up of non-ferrous metals and their components or consumables or parts or spares produced by other manufacturers or suppliers, using non-ferrous metals or their alloys; or
c) Offers to sell imported products made up of non-ferrous metals and their components or consumables or parts or spares under their own brand or original brand, using non-ferrous metals or their alloys; or
d) Who imports used devices or products or scrap of non-ferrous metals.
4. Who is eligible for EPR Registration as per Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2024?
The following entities shall get registered by the Central Pollution Control Board on the portal, namely:-
- Manufacturer;
- Producer;
- Collection agent;
- Refurbisher; and
- Recycler
5. What is the Application of other provisions of these rules?
The provisions relating to hazardous wastes under these rules shall also apply to utilisation and management of scrap of nonferrous metals under this Chapter Schedule – I

- Apparel products e.g. Belt Buckles, Zip, Shoes
- Toys
6. What will be the Validity of the Certificate?
The validity of the extended producer responsibility certificate shall be two years from the end of the financial year in which it was generated and the expired certificate automatically extinguished after the period unless extinguished earlier as per these rules.
